Elgin uses towing as deterrent and ‘cash cow&

Administrative towing fees have become more prevalent in police departments across the suburbs in the last five years. In Elgin, they bring in $500 per tow for four different offenses and have earned the city more than $1.5 million since October 2009. The ACLU says the fines are troubling.
